WASTE INCINERATION
MEDICAL WASTE DISPOSAL
AN OVERVIEW OF
TREATMENT
METHODOLOGIES
PROPOSED MEDICAL WASTE INCINERATOR STANDARDS
Establishes 3 Subcategories of Medical Waste Incinerators     for both New and Existing Units
Establishes Emissions Limitations for Seven Pollutants Dependent on Incinerator Size and Whether New or Existing Unit
Establishes Emissions Monitoring Parameters
Establishes Mandated Operator Training
Rule Issue Date - July 25, 1997
DEFINITION OF
MEDICAL/INFECTIOUS WASTE
Adopted From Medical Waste Tracking Standard
Definition Only Applies to MWI Standard
Categories of Medical/Infectious Waste
Cultures and Stocks of Infectious Agents
Liquid Blood and Blood Products
Human Pathological Waste
Used and Unused Sharps
Isolation Wastes
SCOPE AND APPLICATION OF MEDICAL WASTE INCINERATOR REGULATIONS
Does Not Apply to Co-Fired Incinerators Burning < 10% Medical/Infectious and/or Hospital Wastes With Other Fuels or Waste
Does Not Apply to Incinerators Burning Only Pathological, Radiological, or Chemotherapy Wastes
Does Not Apply to Pyrolysis Units (e.g., PEAT’s/HI’s PBPV System)
CATEGORIZATION OF MEDICAL WASTE INCINERATORS
Classification Based on Burning Capacity in Pounds per Hour (Continuous Feed) or Pounds Per Day (Batch Burn)
Large Units     - >500 lbs per hour or  >4000 lbs per day
Medium Units - >200 lbs per hour or <500 lbs per hour
                        - >1600 lbs per day or <4000 lbs per day
Small Units     - <200 lbs per hour or <1600 lbs per day
CRITICAL EMISSION LIMITATIONS AFFECTING NEW AND EXISTING MEDICAL WASTE INCINERATORS
Particulates
Carbon Monoxide
Hydrochloric Acid
Dioxins
Heavy Metals (Pb, Hg, Cd)
Sulfur Dioxide
Nitrogen Oxides
COMPLIANCE AND
MONITORING STANDARDS
Conduct Initial Performance Testing on Nine Criteria Pollutants
Corroborate Emissions with Operating Parameters and Parametric Monitors (i.e., Waste Charge Rates, Chamber Temperatures, Scrubber Flow Rates)
Every 12 Months Determine Emissions Compliance with Opacity, PM, CO, HCI
Comply with Recordkeeping/Reporting Requirements
OPERATOR TRAINING AND QUALIFICATION REQUIREMENTS
Facility Operation Requires On-Site or Accessible Fully Trained/Qualified Operator
Trained/Qualified Operator Shall Take and Pass Initial 24-Hour Course (State-Approved) and Have Demonstrated Experience
Requires Annual 4-Hour Operator Refresher Course
All Documentation on Operator Training/Qualification are to be Maintained at the Facility
WASTE MANAGEMENT PLAN
Owners/Operators of the Facility Must Prepare a Waste Management Plan
The Plan Shall Address Feasibility and Approach to Segregation of Those Wastes That May Result in Toxic Emissions
The Plan Includes Recycling of Plastics, Metals, Batteries, Etc.
AHA’s “An Once of Prevention: Waste Reduction Strategies for Health Care Facilities” were Considered in the Development of the Plan
